CHIP Testimony: Outsourcing and bottlenecks
Today's Human Services Committee which has been hearing on CHIP eligibility issues can act as a perfect catalyst which will (we are hopeful it will take the best possible decision while looking over the present circumstances) not only protect the outsourcing of eligibility determination but also will possibly (I am sure I am not asking for the moon, I wish they do it) disprove arguments that six-month eligibility and renewal forms act as a barrier to CHIP enrollment. The trend of CHIP enrolment is going upward and as on February 2007 it reached 325, 479 number. This is certainly not a sign of a program which is failing.

 

Groups such as Texas Federation of Teachers, the Texas State Employees Union, and the Center for Public Policy Priorities argue against outsourcing primarily to keep warm bodies on the state payroll.
