On a definitive strong note a Senator Barbara Mikulski, D-Md proposal states that “the costs of employees’ retirement benefits would not be factored into decisions on whether federal jobs should be outsourced to the private sector.” The measure some feel will give outsourcing contractors no way but to pay specified government regulated retirement benefits and that they can not underpay their employees as far as retirement benefit is concerned so to sound competitive on outsourcing bids. So, while participating on bidding difference between federal worker and private worker should be weighed on who will deliver what kind of service and at what times and so on and not on who gets lesser benefit packages.

But is not it true that in many a recent times federal workers are found lacking in necessary skill sets, who just could not for so many reasons could not upgrade themselves with time.
Barbara Mikulski, who has always been on the anti outsourcing side has asked Senate appropriators to embrace this strong snit-outsourcing provision in the 2008 Defense Department.
