Recruitment Process Outsourcing (RPO) is a solution that involves outsourcing a part or the entire recruiting function / process to an external service provider. The provider strives to provide the necessary skills, tools, technologies, and activities to serve as their client's virtual "recruiting department". This definition differs from occasional recruiting support often provided by many temporary, contingency, and executive search firms. While these organizations do provide an invaluable service, they do not qualify as RPO as it does not involve the outsourcing of the recruiting process.

Indeed, this staffing outsourcing process is specific and can be performed in both centralized and decentralized applications. It involves detailed service level agreements while the service provider takes control of the process. Like other outsourcing agreements, here also a written service-level agreement (SLA) exists between the outsourcer and service provider. It can have as many clauses as possible but broadly the SLA includes a guaranteed minimum number of applicants who meet the outlined specific job criterion.
