
Its not South East Asia only befitting from the outsourcing wave. This report says call centers have boomed in Germany. The industry employs 415,000 people, 10 times higher than 10 years ago. This outsourcing boom however has not happened in Western part of Germany, the affluent side that is. The trend is prevalent in former communist East Germany, the poorer cousin of West Germany where the range of benefits very much match the south Asian countries' offerings like lower real estate costs, cheaper labors, unemployed educated talent pool etc. 
Unless and until a country has these attributes to offer, it should not expect getting outsourcing contracts from richer part of the world.
Outsourcing is like a river, it only flows downwards, not the opposite way round, unless its too technical and resource is scarce.
