
Mid sized business houses—companies between 100 to 900 employees- have not accrued basic benefits by doing outsourcing and this may be the reason why use of BPO has remained static at about 60% over the three year period.
AMI Partners has prepared the study which claims,
The lack of momentum in BPO usage implies that midsize businesses' wants and needs -- such as improved processes, turnaround time, and cost-cutting goals -- are not being met," said Melissa Chong, an AMI Partners research analyst, in a statement. "Midsize businesses in the U.S. have over the years reported revenue growth of 7% to 8%, slightly higher than actual GDP growth. In addition, the need for cost control and decreasing operating costs is of high concern among U.S. midsize businesses.
Quite a paradox. I don't have ready data with me or I would have shown how BPO centric countries have been scorchingly growing for last three years. India, Philippines, Ukraine, Poland and even Ireland. 
Does that mean mostly bigger and smaller organisations able to get benefits from outsourcing? Or the survey may include onshore service providers/vendors as BPO respondents in their sample. I am not sure. Just a guess, if any one lets me know the sample universe size I would be obliged.
