The list of top ten (10) software and outsourcing centers in China alphabetically are:

1. Chengdu
2. Dalian
3. Guangzhou
4. Hangzhou
5. Jinan
6. Nanjing
7. Shenzhen
8. Tianjin
9. Wuhan
10. Xi'an  

Most amusingly the list is missing two of China’s most important cities, Shanghai and, most importantly, Beijing. But probably the government wanted to give more emphasis on the developing cities than the already developed ones.
